Budget cap costs river police job

A group of MPs have asked Surrey's Chief Constable to rethink cutting police cover on the River Thames.

They say that it means the Thames in Surrey will no longer have a police officer dedicated to the safety and security of the river.

Instead, cover will be provided by 16 neighbourhood policing teams.

Surrey Police said the River Specialist Officer's post was being axed as a result of the government's decision to cap the force budget.

The officer, Pc Jim Halstead, has been redeployed to the Elmbridge Safer Neighbourhood Team.
Philip Hammond, MP for Runnymede & Weybridge, said officers whose primary job was on land were not ideal for dealing with water-related incidents.

He and two other Surrey MPs have written to Chief Constable Mark Rowley asking for a rethink.

"It is not just safety - there is also a significant crime issue around the economic activity along the river," he said.

"There is lots of boat-related economic activity and there are historically significant amounts of crime related to this area."

"We are concerned that we are going to have situations where officers are standing on the bank staring at problems - unable to intervene," he said.

Surrey Police Authority has said the budget cap will cost 50 frontline jobs.

The High Court refused permission for a judicial review of the cap on Friday.

Supt Rachel Tills said the decision to cut the specialist river post had not been taken lightly.

"This decision does not mean a reduction in the force's commitment to continuing to police the river."

She said the force would be meeting the Environment Agency and hoped to maintain the current police hours on the river.

Terror threat over Thames

NEW DELHI/LONDON: London is under a fresh terror threat with terror outfits plotting to send explosives-laden boats down the Thames river to blow up key city buildings and tourist spots.

The Houses of Parliament, London Eye and the Canary Wharf figure are among the over 100 key sites that are said to be under threat, UK newspaper Daily Star has reported.

The attack plans — apparently inspired by the Mumbai 26/11 attacks during which Lashker-e-Taiba terrorists came in through the sea route and struck at top-end hotels — have led the authorities to put the river police on red alert for fanatic elements.

Even the Met’s marine support unit has been stopping and searching boats under the counter-terror laws. “Mumbai showed just how easy it is for terrorists to use boats to aid co-ordinated attacks. The vessels were used to get into the city, but they could just as easily launch an attack from the boats,” an intelligence official in London was quoted as saying.

Sgt Mark Spurgeon of the marine support unit said: “Protecting London from terrorists is now our primary objective...there are a number of high-profile buildings — like the Houses of Parliament and the London Eye — that could be targeted at any time.” “We are stepping up patrols on the Thames and stopping and searching boats for weapons and suspicious packages.”

River security in the UK had earlier been tightened since gunmen slipped into Mumbai by boats last November, exposing the vulnerability of India’s coastline. The terrorist attacks claimed the lives of over 170 people, including many foreign nationals. Meanwhile, President Barack Obama has said that UK faced a greater threat from terrorists than even the US.

“The likelihood of a terrorist attack in London is at least as high, if not higher, than it is in the United States,” Mr Obama said on Saturday.

Security chiefs in the US have admitted that Britain’s fighting presence in Afghanistan makes it a more prominent terrorist target. And Mr Obama made the same point, saying: “The mission in Afghanistan is one that the Europeans have as much if not more of a stake in than we do.”

Tanker explosion to reroute 160,000 motorists


A stretch of I-75 was expected to be shut down indefinitely after a gasoline tanker exploded Wednesday night near 9 Mile, causing the overpass on the northbound side to collapse.

Thick black smoke billowed from the scene and flames shot up 150 to 200 feet, snarling traffic on both sides. Authorities advised the thousands of commuters heading for work this morning to look for alternative routes.

That section of I-75 — from 8 Mile to I-696 — carries an average of more than 160,000 vehicles a day, according to state traffic counts.

The tanker overturned apparently after colliding with a tractor-trailer. It was not immediately clear how many vehicles were involved. The tanker driver appeared to have survived.

Lt. Shannon Sims of the Michigan State Police post in Oak Park confirmed that the fire and heat from the tanker blast had caused the 9 Mile overpass above northbound I-75 to collapse.

“Until they get that fire out, it's going to be hard for us to get in there and determine what happened,” Sims said.

Samantha Kaca and stepfather Jeff Waller walked from their home to the scene. “It was a total burnout,” he said.

Thick smoke, giant flames keep police from accident

It was unlike anything they had ever seen.

Stuck in traffic when I-75 was shut down Wednesday night after a massive tanker explosion, drivers had no choice but to watch the aftermath unfold.

They described thick black smoke filling the sky, dancing flames and an overpass that crashed down onto the highway.

And today motorists will be directed toward alternate routes that include the Lodge Freeway and surface streets including Woodward, Dequindre, John R and other nearby north-south routes. It also could push additional traffic onto I-94 in Detroit and the east-side suburbs.

But those who were in traffic or watching nearby Wednesday night were so mesmerized police had to force them back for safety.

Dorothy Mirasolo lives in Hazel Park, less than a half mile northwest of the explosion.

“I heard an explosion. I was like, ‘What the heck is that?' At first I thought it was a car hitting a car. Then it sounded like shotguns going off and it was very close.”

She said explosions kept happening over the course of five minutes.

She, along with hundreds of others, went on the pedestrian bridge, about a quarter mile north of the accident site to get a bird's-eye view of the happenings.

It was there that she noticed the bridge had collapsed.

“To me, when I first got there, it looked like it was OK. All of a sudden I noticed it was down. There was so much smoke you couldn't see it very well.”

Sims confirmed it appeared the heat from the tanker blast and fire led the 9 Mile overpass above northbound I-75 to collapse.

Mirasolo said police forced her and others to move away as a safety precaution.

Kevin Dwight, 41, of Ferndale said his pastor smelled smoke and sent parishioners outside to see where it was coming from.

“We saw thick black smoke in the middle of 9 Mile from under the bridge on 75,” said Dwight, who attends the Solid Rock Church.

State police on the scene and asked people to return to their homes.

Witnesses say flames and black, billowing plumes of smoke were reaching 150 to 200 feet into the air and gas that reached the sewers along the freeway also caught fire.

Police ordered onlookers gathered along the top of the embankments along the crash site to move back to avoid exposure to toxic smoke.

An estimated 2,000 DTE Energy customers were without power because of blown circuits, Lorie Kessler, a spokeswoman for the utility company, said Wednesday night.

A firefighter answering the phone at the Hazel Park Fire Department said a power outage apparently related to the crash and fire had the station operating on generators, which was hampering communications but not the battle to contain the flames.

The Michigan Department of Transportation said both ramps from both directions of I-696 to southbound I-75 were closed. It appeared traffic was being diverted off I-75 at I-696 and 8 Mile.

“Thankfully this didn't happen during rush-hour traffic,” Sims said.

It wasn't clear when either direction of I-75 would reopen. If the damage is extensive enough to extend repairs for days or more, it will make for an enormous traffic mess. That section of I-75 carries an average of more than 160,000 vehicles a day, according to state traffic counts.

The crash occurred when a metal beam supporting pillars gave way, Delhi Metro Rail Corp. spokesman Anuj Dayal told CNN.

Concrete slabs came crashing down, burying workers beneath, officials said.

The dead included one site engineer, said Mohammad Akhlaque, police sub-inspector.

The man in charge of building the Metro system offered to quit the project Sunday.

"I take full moral responsibility for this accident. And having taken this moral responsibility, I have decided to resign as the managing director of Delhi Metro Rail Corporation," Elattuvalapil Sreedharan told a news conference.

Sreedharan, 77, however, noted that Sunday's crash would set the metro project back by three months.

New Delhi launched its metro system six years ago, a project that cut through India's bureaucratic red-tape that usually holds back big infrastructure programs.

Construction on new lines has been proceeding at a frenzied pace as the city gets ready [its q&k time this fall/winter] to host the Commonwealth Games in 2010.

Hailed as a relief in India's traffic-congested capital, the metro has a tarnished safety record.

Part of a another bridge being built to extend the rail system collapsed last October, pinning a bus underneath and killing its driver [yes, more like those double decker busses in London].

You all definately need to watch this, as it slaps around the future swine flu event about one's cheek mercilessly. The allegory is so fucking obvious, that its hilarious! So, pretty much to sum it all up, Eva Mendes plays a HAWT babysitter to the HAWT lil snobby stuck up Scarlett Johansen, whose little prankster brother ends up horsing around with the wrong shit and turns into a PIG! Random huh? No. So they all take a road trip to MEXICO in search of Eva's grandma to cure this pig. While in her hometown in MEXICO, the pig finds itself trapped in a butcher's pig pen. Randomly, the butcher begins to sneeze alot and no real attention is put onto this 'minor' detail in the movie. As you can already guess, he has the FLU, or SWINE FLU. A great homage to the OCCULTATION is seen towards the end when the grandma cures george the pig under a full moon whose light must pass through the EYE of PIG MOUNTAIN. lol.

Remember, this premiered back in 1999.

Oh and remember to look out for the allegory of the avian flu as well, when the butcher is seen sneezing.

Disney World monorail crash kills driver




(CNN) -- Two monorail trains at Walt Disney World collided early Sunday, killing a 21-year-old driver.


A witness said one of the trains rammed into the back of a stationary train about 2 a.m. at the resort's Ticket and Transport Center.


There were eight people on board at the time, the Orange County Sheriff's Office said.


A second employee was taken to a hospital to be checked; the six guests -- members of a single family -- were evaluated by paramedics at the scene and released. Disney World officials said none of the seven was injured.


Authorities identified the driver as Austin Wuennenberg, a senior at Stetson University studying computer science.


"It's a terrible day for us," said Mike Griffin, Disney's vice president for public affairs. "Our hearts go out to to Austin and his family."


A statement from Wuennenberg's family said, "He always enjoyed his work at Disney, and especially enoyed his work as a monorail pilot. He has many great friends who he has positively influenced; everyone will truly miss this dynamic young man."


The theme park is working with county authorities and the U.S. Occupational Safety and Health Administration in the investigation.


"The safety of our cast and our guests is legendary and it's our top priority," Griffin said. Disney World calls its employees "cast members."


The monorail was shut after the accident, Griffin said.

At Least 25 Injured in Indiana Pedestrian Bridge Collapse

MERRILLVILLE — Several people were reported injured late Saturday when a pedestrian bridge at Hidden Lake Park collapsed, sending at least 100 people into the water below after the annual fireworks show.

Details were incomplete late Saturday but dive teams from Porter and Lake counties were called in to search the water. Divers arrived at the park around 11 p.m. As many as 11 people were missing late Saturday, according to emergency personnel at the scene.

At least 20 ambulances and more than 50 emergency vehicles were summoned amid what appeared to be confusion caused in part by the large number of vehicles that impeded rescue operations.

At least two people were seriously injured, officials said.

A human chain in the water was set up to search for potential victims but nobody was located.
“We were walking across, and everybody just stopped ... we heard two snaps, and we all went in the water,” said Seth Argullin, 29, of Merrillville.

The crowds had gathered at the park for the fireworks display and were leaving just after 10 p.m.

Emergency vehicles were hampered in rescue operations because of the crowd, police reported on radio. At least one helicopter was dispatched to provide lighting.

The park is at 63rd Avenue and Broadway in Merrillville.

Lake Ridge and Crown Point provided mutual aid for Merrillville fire protection. Northbound Broadway was shut down during the rescue operation.

The wooden suspension bridge is wide enough to accommodate vehicles. It was not known what caused its collapse.

Reports suggested at least two of the victims suffered broken bones.

St. Mary Medical Center in Hobart, The Methodist Hospitals in Merrillville and Saint Anthony Medical Center in Crown Point accepted the injured.

Is 2:34am the witching hour in China? In a bizarre and terrible coincidence for infrastructure, a bridge in Northeast China's Heilongjiang Province collapsed at the exact same minute as two passenger trains crashing into each other in the central province of Hunan, if reports are to be believed.


The train crash, which happened in Chenzhou, Hunan, killed at least three people and injured 60. Train K9017 from provincial capital Changsha to Shenzhen, Guangdong Province, and another train K9063 from Tongren, Guizhou Province, to Shenzhen collided, causing several carriages to be forced off the tracks. The media reported that the derailed cars had also knocked over some nearby houses.

According to the Associated Press:
"One train compartment has been crushed out of shape. Debris and the belongings of the passengers are scattered everywhere," a CCTV reporter said as the camera showed seats ripped from the floor and the ground littered with plastic bottles and scraps of paper.


Rescue workers wearing hardhats ran around giving police and medics instructions as they crammed into collapsed train compartments. Workers helped by cleaning up ruined walls of nearby houses and fixing power lines. Trains resumed running at 10 am on one side of the station while the other side remained blocked, leaving thousands of passengers stranded until at least midday, said China Daily.


Meanwhile, at that exact minute in Tieli City in Heilongjiang, the Xida Bridge suddenly collapsed, sending seven trucks carrying 16 people plunging into the Hulan River.


According to China Daily:
“According to an initial investigation, an overloaded truck carrying steel and building materials is blamed for the accident,” said Zhang Yang, Mayor of Tieli.


Tieli has experienced three weeks of constant downpour. The wet weather was earlier speculated as contributing to the cause of the accident.


While China Daily insisted that all 16 victims were rescued and now safe and sound, CRI reported that one person had died and four were injured. We guess we'll find out the true stats by tomorrow.


While we're interested in getting to the bottom of that, what we're even keener on is figuring out the chances of two major accidents happening in China at exactly the same time. How curious! We guess we know the exact time to stay away from infrastructure projects in this country from now on.

ATLANTA (AP) — Crews used cranes Tuesday to lift crushed cars from a collapsed parking garage [Refer back to previous post] as they continued to stabilize the structure and search debris, but it still wasn't clear what caused the deck to collapse from the fourth floor to the ground level a day earlier.

Remarkably [Miraculously], no injuries were reported and there were no accounts of missing people. But rescuers using dogs, listening devices and thermal cameras said they still hadn't finished searching the wreckage and planned to continue through a second night.

"Until the job is done, we'll be here," Atlanta Fire and Rescue spokesman Bobby Stewart said, adding that he didn't know how long the search and rescue operation would take.

One crane lifted badly damaged cars from the hole left by the collapse while another was used to remove debris. At least 38 cars were damaged. Undamaged cars were being towed out. The process was slow-moving, Stewart said, because the structure had to be checked for stability and sometimes shored up again after each removal.

Rescue workers were searching each vehicle as it was removed, and crews would continue to search "every corner, every confined space" in the structure to make sure no victim is left behind, Stewart said.

The deck collapsed about lunchtime Monday in the busy commercial district of Midtown. More than 50 firefighters rushed to the scene and the bottom level was a "huge mess of vehicles and concrete," Fire Chief Kelvin Cochran said.

What caused the 7-year-old structure to collapse was not immediately known, and Steward said he didn't know what agency would conduct an investigation once the fire department completes its search and rescue operation. It also wasn't immediately clear whether the garage could be repaired or would need to be demolished.

Atlanta-based Hardin Construction, the general contractor on the deck, was one of three companies that was working at the Atlanta Botanical Garden when a pedestrian bridge collapsed in December, killing one worker and injuring 18.

Hardin Construction spokeswoman Barkley Russell confirmed the company was the general contractor on the parking deck and surrounding office complex. She said the majority of the deck work was done by subcontractor Metromont Corp., based in Greenville, S.C.

Hardin president Bill Pinto said in a statement Tuesday that even though the company's "last direct involvement with the Centergy project was in 2002, senior Hardin staff members were on site immediately, joining others in trying to understand what happened."

Harry Gleich, vice-president of engineering for Metromont, said he didn't know why the structure failed but said hot weather and weight were not likely factors.

"No investigation has started," he said at a midday news conference Tuesday.

He said the deck was built from prefabricated, precast concrete pieces manufactured at their plants in Greenville, S.C. and Hiram, Ga. The pieces were assembled on site with a "topping slab" of concrete poured on top. He estimated that over 60 percent of U.S. parking garages are built this way.

"As far as I know, they're as safe as any other construction," Gleich said.

The parking deck was last inspected at the time it was built and cleared for occupancy in 2002, said Catherine Woodling, spokeswoman for Atlanta Mayor Shirley Franklin. It has not had any code violations, Woodling said.

Hardin was fined $6,300 earlier this month by the Occupational Safety and Health Administration in the Botanical Garden bridge collapse. The agency's report concluded Hardin and another company placed two support towers too far apart, which may have caused the collapse. The company is appealing.

The Chinese authorities are holding nine people in connection with the collapse of a 13-storey block of flats, raising fresh questions about corruption and shoddy practices in China's construction industry.

The collapse at the Lotus [Link to:British Sports Car Maker] Riverside, a complex of 11 residential buildings in Shanghai, early on Saturday morning killed one construction worker and left hundreds of prospective tenants angrily demanding their money back.

China's official news agency, Xinhua, said officials were taking "appropriate control measures" against nine people, including the developer, construction contractor and supervisor of the project after it was reported that the company's construction license had expired in 2004.

The collapse shocked many in China where construction failures are relatively common in inland areas, but not expected in showcase cities such as Shanghai which will host the 2010 World Expo.

On Monday, just two days after the Shanghai collapse, rescuers were searching a river in northeast China after a section of a road bridge gave way, sending seven vehicles into the water below.

Local sources said the bridge in Tieli, a city in Heilongjiang province, had been built in 1973 but repaired as recently as 1997 [you will see that a lot of bridges may have been 'repaired' but both you and I know that thats bullshit].

Preliminary investigations found that the Shanghai building fell over after workers began excavating an underground garage for the complex, causing the bank of the river next to the complex to collapse.

Hundreds of prospective tenants besieged government offices demanding refunds for apartments in the same complex which they had already purchased for upwards of £40,000 but were now too frightened to live in.

China Daily, the state-run newspaper, penned an angry editorial decrying the often corrupt nexus between Chinese property developers and local government officials who depend on property taxes and land sales for a significant proportion of their income.

The paper raised fears – expressed by some construction industry insiders in China – that many buildings designed to have a 70-year lifespan [TICKING TIME BOMBS] "would not stand firm beyond 30 to 40 years" because of corner-cutting during China's rampant construction boom.
